Florida Keys' Watercolor Kapers by Bob Kranich

The Brown Pelican, (Part 5, Excerpt 27)

In this new story, a Brown Pelican talks about the history of the Florida Keys and how the Brown Pelican was there when it all happened.

The Brown Pelican

My next tale is a story of the Keys’ wreckers. We pelicans notice, from our place in the protection of the remaining forest, a ship floundering right off our beach. The weather has been very nasty, a great storm. It is beginning to subside now, but not soon enough, for a great sailing ship, a three-masted cargo ship is hung up on the reef.

Somewhere a cry goes up, “Ship on the rocks!” and as if by divine guidance, two small ships, a sloop and a schooner appear. Their crews are a mixture of Bahamian, Cayman Islanders, and Key West Conchs.

These fearless men have come, first, to save souls, and second, to salvage cargo. If the captain of the ship in distress gives permission, these “wreckers,” as they are called, will lend a hand. They look danger straight in the eye! Not fearing for their lives, they will first get the passengers off to a safe place, and then unload the cargo. They will then move it in to the shore or closest safe location.

Next they will attempt to get the ship off the rocks. They have the tools and know-how to do this job. Many times other boats will appear and join in a team effort. When all is completed, the salvaged cargo and ship, if possible, is moved to Key West. There, a salvage court will assess payment for all parties.

Naturally, we pelicans prefer to sit this one out in the safety of our trees.

From the Author:

My second full-length book , Florida Keys’ Watercolor Kapers is composed of 336 pages. There are 12 stories running from 6 pages to as many as 72 pages. It is fully illustrated with 88 watercolors and sketches. The watercolors I made roaming around Key West after I finished my 750 mile hike from Georgia to Key West. (See book or Don Browne’s SouthWest Florida Onlin News records, A Walk Across Florida.) As you read these stories you will experience Key West, the Keys, and the Caribbean. These stories span the time of the early 1800’s to 1969. bkranich.wixsite.com/bobkranich

Pre-K Schools Study Raises Questions On Benefits

A study by the Manhattan Institute raises some question about the benefits of Pre-K education for all children.

The study says in part, "The Covid-19 crisis has dealt a substantial blow to the child-care industry and stymied the expansion of public prekindergarten. As America recovers, policymakers will have to make tough choices with limited budgets.

"Progressive politicians, including President Biden, have called for an unprecedented expansion of federal investment in early education, arguing that it would boost women’s participation in the workforce and that the long-run academic benefits for children would yield economic dividends."

The study says the child care industry would boost women's participation in the workforce, but the academic benefits for all children does not withstand scrutiny.

"...a deeper look at the most rigorous and representative research on the effects of early education for children provides more cause for alarm than optimism. Expanded child care likely benefits deeply disadvantaged students. For other students, these programs may have no impact, or have a negative effect on cognitive or noncognitive measures. These findings are consistent with—and likely partly explained by—recent advances in our understanding of neuroscience and child development. Studies suggest that many children exhibit higher levels of stress hormones—colloquially termed “toxic stress”—in child-care environments than they do at home, which could leave a lasting physical impact on their brain architecture."

The Manhattan Institute concludes, "In light of the troubling findings from social science and the scientific literature, policymakers should not directly invest in a model of child care that may harm many children. Rather, any additional investment in early education should come in the form of an expanded child tax credit, which can help families improve their children’s home environments and which could also be directed to center-based child-care options at their discretion."

Florida Rescinds Health Advisories Opening Government Offices, Expand Vaccine Access

TALLAHASSEE, Fla. – Today, State Surgeon General Dr. Scott Rivkees issued a Public Health Advisory rescinding the public health advisories issued on March 25, 2020, June 22, 2020, July 21, 2020 and January 21, 2021.

The Public Health Advisory also expands vaccine access and eligibility to any individual in Florida who is present in Florida for the purpose of providing goods or services for the benefit of residents and visitors of the state.

Finally, the Public Health Advisory encourages government offices to conduct in-person operations and services.

State Surgeon General Dr. Scott Rivkees considered several factors while issuing this public health advisory:

"Nearly nine million individuals have been vaccinated in Florida and scientific studies show that the COVID-19 vaccines protect individuals from COVID-19, and dramatically diminish hospitalizations and deaths caused by the virus.

"Continuing COVID-19 restrictions on individuals with no end in sight, including the long-term use of face coverings and withdrawal from social and recreational gatherings, pose a risk of adverse and unintended consequences.

"Florida has a sufficient supply of COVID-19 vaccines to provide an opportunity for every eligible Floridian who wants to be vaccinated."

Nonnative Reptile Rules Take Effect April 29 For Pet Owners

FWC helps pet owners prepare for new invasive reptile rules taking effect April 29

New rules designed to protect Florida from high-risk, nonnative reptiles take effect April 29 and the Florida Fish and Wildlife Conservation Commission (FWC) is helping people who have pet green iguanas and tegus come into compliance.

As part of the new rules, pet owners will have 90 days from the effective date to apply for a no-cost permit and mark their pets with a Passive Integrated Transponder (PIT) tag, also known as a microchip. Working with a variety of partners, the FWC is holding Tag Your Reptile Day events throughout the state to offer pet owners an opportunity to have their pet green iguanas or tegus microchipped for free. Staff will also be on hand to address questions about the permit application process.

“Just as with cats and dogs, microchipping your green iguana or tegu is one of the simplest and most effective ways to keep them safe while also protecting Florida’s native wildlife,” said Kristen Sommers, leader of the FWC’s Wildlife Impacts Management Section. “We are holding Tag Your Reptile Days throughout the state to help pet owners offset costs for microchipping.”

To date, the FWC has scheduled the following events, all taking place from 10 a.m. to 4p.m.:
May 22 at Gulfarium Marine Adventure Park, 1010 Miracle Strip Parkway SE, Fort Walton Beach
June 5 at Brevard Zoo, 8225 N Wickham Road, Melbourne
June 12 at University of Florida College of Veterinary Medicine, 015 SW 16th Ave., Gainesville
June 19 at Zoo Tampa at Lowry Park, 1101 W Sligh Ave., Tampa
June 26 at South Florida Science Center and Aquarium, 4801 Dreher Trail North, West Palm Beach

More details including possible additional dates will be added to the FWC website at MyFWC.com/ReptileRule.

The rule changes to Chapter 68-5, F.A.C. take effect April 29 and specifically address 16 high-risk invasive reptiles including pythons, tegus and green iguanas that pose a threat to Florida’s ecology, economy and human health and safety.

The new rules also include reporting requirements for permittees, biosecurity requirements to limit escape of these high-risk species, and additional language to clarify limited exceptions for possession of green iguanas and tegus for commercial sales or as pets.

The 90-day grace period ends July 28, 2021 and by that time all pet green iguanas and tegus must be permanently microchipped and owners must have applied for a permit. All other entities must come into compliance with the new rules by July 28 as well, including entities possessing the regulated species for research, educational exhibition or commercial sale. Additionally, entities with these species will have 180 days to come into compliance with the new outdoor caging requirements. The 180-day grace period for upgrading outdoor caging ends October 26, 2021.

More than 500 nonnative species have been reported in Florida. Approximately 80% of these species have been introduced via the live animal trade with more than 130 established in Florida, meaning they are reproducing in the wild. Since most nonnative fish and wildlife find their way into Florida's habitats through escape or release from the live animal trade, it is important to create regulations to prevent high-risk nonnative wildlife from becoming introduced or further established in Florida’s environment.

For detailed information on how these new rules will impact pet owners, commercial sellers, exhibitors, trappers and other groups, or to learn more about upcoming Tag Your Reptile Day events, visit MyFWC.com/ReptileRule.

Additional information about nonnative species in Florida can be found at MyFWC.com/Nonnatives.

Florida Keys' Watercolor Kapers by Bob Kranich

The Brown Pelican, (Part 4, Excerpt 26)

In this new story, a Brown Pelican talks about the history of the Florida Keys and how the Brown Pelican was there when it all happened.

The Brown Pelican

What’s next, you say? It’s now the 1800’s. The pirates have been bothersome and dangerous. The Spanish gold bullion treasure ships have been long gone so now the pirates are attacking United States ships of commerce. The United States of America is a growing country and people demand protection from, and an end to, the pirates. Enter the U. S. Navy.

We are now off our same beach. Some of our first pirates’ ancestors have been visiting the mentioned cove just around the corner from our beach. A pirate lookout has just seen a tall ship’s sails on the horizon. All bedlam breaks out. The pirates run for their longboats and hurriedly row out to their schooner. Already some on board the schooner have begun to unfurl the sails.

There is a mad scramble to get aboard, load their longboats, and assist their compatriots in the goal to get away from the tall ship which is fast bearing down on them. The sails catch a good breeze and as they are picking up speed the first warning shot flies across their bow.

The tall ship is flying from its masthead the red, white, and blue of the United States of America. Right below it, waving in the breeze is a blue U. S. Navy pennant.

The pirate ship rushes to evade its pursuers, as the two bow chaser canons of the Navy ship continue to fire. We pelicans aren’t hanging around to watch the fireworks. We make a beeline for the protection of the trees on the sound side of the Key.

Since the first quarter of this century, after the U. S. Navy took over Key West, Florida, the pirates began to look for other parts of the Caribbean to take their activities. They were quickly becoming unwelcome anywhere near the United States shores.

(See book or Don Browne’s SouthWest Florida Online News records, A Walk Across Florida.) As you read these stories you will experience Key West, the Keys, and the Caribbean. In his younger years, Wayne loved taking his family on boating and motorhome adventures, traveling all around North America. Wayne and Fran continued to enjoy boating from their home on the Caloosahatchee River. He and Fran attended First Christian Church of LaBelle.

Wayne leaves behind Fran, his devoted wife of 52 years; his son Kevin Switzer and his wife Denyce, his daughter Julie Baines and her husband Torrey, and his 11 precious grandchildren.

Wayne was a master storyteller with an incredible memory for names and details. His stories will live on through all who knew him. Gopher Tortoise Day - Make A Tortoise Friendly Yard

The Florida Fish and Wildlife Conservation Commission (FWC) invites you to celebrate Gopher Tortoise Day on April 10. This year, you can celebrate gopher tortoises by making your yard tortoise friendly and participating in our new recognition program.

The FWC’s new Gopher Tortoise Friendly Yard Recognition Program honors Florida’s private landowners for contributing to wildlife conservation. Gopher tortoises live in every Florida county and, since more than half of the land in Florida is privately owned, the FWC recognizes the critical role private property owners play in conserving gopher tortoises.

The purpose of the Gopher Tortoise Friendly Yard Recognition Program is to recognize and encourage landowners to enhance habitat quality and take steps to protect gopher tortoises and their burrows. These efforts will also benefit the many other species that use tortoise burrows for shelter, foraging and nesting habitat. The private landowners who the take steps to protect gopher tortoises and their burrows will be recognized with a sign for their property and a certificate.

Any Florida property owner can take steps to make their land 'gopher tortoise friendly. To apply for recognition, you must sign the Acknowledgement Form, provide contact and property information, and complete the Gopher Tortoise Friendly Yard checklist. Please expect follow-up correspondence via the email address provided in the application. Each application will be reviewed upon submission.

Gopher Tortoise Day was adopted in 2016 as a day of appreciation and to encourage people to conserve this threatened species. Learn about other ways to help gopher tortoises, such as volunteering with the FWC or being a community scientist by reporting gopher tortoise sightings to FWC’s new gopher tortoise website application. Using this webpage, you can report a tortoise sighting or notify the FWC of a sick, injured or dead tortoise. For more information on volunteering with the FWC or to request an application, email: GTEvents@MyFWC.com. The FWC would like to thank all volunteers who work to preserve Florida’s only native tortoise species.

Share your gopher tortoise appreciation on social media. Use #GopherTortoiseDay on your social media posts and share photos of your gopher tortoise sightings.

Spring is an active time for gopher tortoises and many of Florida’s other wildlife species. For more information about wildlife in spring, visit MyFWC.com/News and click on “Spring Wildlife News.

The U.S. Army Corps of Engineers, Jacksonville District will temporarily close the courtesy dock adjacent to the boat ramp at the W.P Franklin Lock and Dam South Recreation Area on the Caloosahatchee River near Alva, Florida, for repairs, until further notice.

During the closure of the courtesy dock, boaters may use the shoreline on the left (west) side of the boat ramp to load and offload safely.
