FHP Nabs148 MPH Ferrari On I-75

Collier County - Interstate 75 –RACING ARRESTS / RELATED INCIDENTS

INCIDENT 1

On February 22, 2025, at 4:05 pm, Florida Highway Patrol State Troopers responded to a report of stopped vehicles / traffic congestion and a helicopter flying at a low attitude (to gain footage) on northbound Interstate 75 (Alligator Alley), in the area of the 51-mile marker, Collier County. Five dark colored SUVS were parked side by side, occupying the travel lanes and shoulders. Several individuals were standing outside their vehicles, while a bright green sports car (Porsche GT3 911) performed aggressive circular spins (aka donuts). This action left a thick cloud of smoke, leaving a visible haze in the area. While in response to the above-described incident, troopers observed more than 25 high performance vehicles driving north at a high rate of speed.

State Troopers initiated a traffic stop on the bright green Porsche GT3 911 within the parking lot of the 63-mile marker recreation area. It matched the description of the above-mentioned vehicle. Troopers located and identified Scott Reback who identified himself as a passenger in the bright green Porsche at the time of the street takeover. Reback was placed under arrest for 316.191.2 Riding a Passenger in race Competition… a person may not… (c) Knowingly ride as a passenger in any such race, drag race, street takeover, stunt driving, competition, contest, test, or exhibition.

At this time, the identity of the bright green Porsche Driver, described only as “the camera guy”, remains unknown.

INCIDENT 2



On February 22, 2025, at 4:09 pm, additional FHP State Troopers responded to an active street takeover occurring at mile marker 63 on the northbound lanes of Interstate 75. Troopers observed a blue Porsche making an illegal U-turn at mile marker 65, a prohibited paved U-turn spot. A traffic stop was initiated, and it was later determined that the Porsche was unregistered. As a result, the blue Porsche was impounded, and the driver ( Rashed Fathi Rashed, age 39) was issued a misdemeanor notice to appear in court.

INCIDENT 3

At approximately 4:19 pm, troopers observed a two door 2024 Blue Ferrari SF90 actively engaged in a speed competition (racing) with multiple exotic vehicles on northbound Interstate 75. The Ferrari (with no displayed license tag) was clocked at 148 mph in a posted 70 mph zone. FHP initiated a traffic stop and placed the driver under arrest for F.S.316.191(2)(a) racing on the highway.

The driver was identified by his New York Driver’s license as Andrew Mumtaz Tadras. In addition, the driver was issued a citation for unlawful speed and no tag attached. The Ferrari was impounded pursuant to Florida Statute 316.191(5)(c) for the next 30 business days. Tadras was booked into the Collier County Jail.
